Look at it this way: The Master Chief (Main series protagonist) was silent during gameplay and spoke freely in cutscenes. The Rookie (ODST protagonist) was silent in both. Noble 6 (Reach protagonist) will talk during gameplay AND cutscenes.
@ Ace: The Rookie didn't speak in ODST, the game he appears; he just grunts and whistles... and snores. Noble 6, on the other hand, was confirmed to speak freely.
