Before I begin my Rant about YouTube and it's comments section here is an explanation on what it is for those of you who do not know what YouTube is.
YouTube is basically a video hub for people from all over the world to make and post videos, commentaries etc. People can make any type of content as long as it does not break any of YouTube's ... Very leanient rules.
YouTube is sometimes considered a Community. I disagree with that as YouTube is not a unified group of individuals and while some YouTubers are partnered with others not everyone is unified and it is not well... Much like a community at all.
YouTube is most likely the worst place you could voice an opinion as anyone who does not agree with you and if the person isn't very mature they will start an argument with you or anyone else who does not agree that they are right. I would say YouTube is mostly full of small children now well atleast the comments section is.
YouTube's comments or comment section is an abyss of butthurt children, people who are just generally unkind and unpleasant, Fanboys/girls, the occasionally Sophisticated and generally pleasant Gentleman or woman, Trolls and the like.
There's my basically long winded and sort of sophisticated explanation of YouTube's comment section and YouTube itself well through my eyes anyways. Onto my rant!
So for starters I've had my fair share of the YouTube experience when I was young and used Text Talk because I thought it was cool. That experience was unpleasant and just not a good one. It was back around 2009/08 when I first started YouTube and generally it was filled with people who just wanted to have fun and be entertaining. Not any more though.
Now YouTube is filled with people who only want to get the biggest amount of subscribers and will spam to get there. There are some people who will go the normal way and try to bust out good content to get subscribers, I applaud those people. YouTube's "community" is very unpleasant and annoying You have all the people who use incorrect grammar the people who correct them. Most of the YouTube commenters are 8-11 year olds by what I have seen but you have to be 13 to sign up. YouTube's rules are not the best either in that they cover quite a small amount of wrong doings in a very small amount of rules.
The Flagging system is also quite terrible because YouTube claims an actual human watched the video to verify the content is appropriate but... Either that person is very upset with their job or YouTube doesn't know it's own rules.
Most of YouTube's comment section (and I'm going off of Gamers channels) consists of people begging for certain content and then complaining when it is given to them.
I honestly feel YouTube will soon be overrun with children unless it cleans up it's act. Well there's my kind of rant... Bye. (Hopefully this counts as a rant... I tried to stay calm while typing this.)
The only thing bad about it is how you are forced to have one if you want to comment on YouTube ._. And how older accounts can't get replied to even if they move over into google plus.

Yeah.
Google Plus itself isn't bad. Google shoving it down our throats is bad.
However, there are good sides to YouTube. It's a massive source of entertainment and educational content.
And there are some really good YouTubers that have millions of subscribers (ex. JonTron, ashens, etc.) that make videos just for the sake of making videos, not necessarily for the money.
Sometimes YouTubers with the least subscribers have the best content. You just have to scavenger around.
Regarding the comments section, I agree. It's a cesspool of crap.

An Ashens fan I thought I was the only one XD and yup there are good sides to YouTube like some of the kinder people on there and the people who do make videos for education and entertainment but I've almost only seen complainers so that's what I went off of XD plus I mostly watch gamers so I see the worst of YouTube's comments.

In response to one of your points, I actually commend YouTube for keeping it's rules as they are.
Imagine how bad YouTube would be with strict rules. It'd suck.
However, having more liberty results in some downsides, such as terrible comments, some suggestive content, and whatnot.

Oh yea. I've never looked into the rules much only heard about them when I was watching a video about the flagging system. It is good they aren't super strict because it would definitely be bad if it was. I just wish it was a bit more clear at times heh heh.
A ton of places are messed up cuz' of these kids, anybody remember when hatena closed?Before, it was a happy place, until the stupid noobs started tracing, stealing, and drawing inaproppiate stuff(Wispy).Really, the internet is slowly getting contaminated(bad vocaloid pun) by these noobs.

Oh yes exactly. I've never been on Hatena I hadn't thought much about it till it closed but yea I've seen young kids do lots of inappropriate things because they are on the internet. And there is the Coppa law but that doesn't stop them they just lie about their age.

Think 1000 subs mean everything in the damn world.
(Pardon my large vocabulary, kids.)
