If you don't know what are EVs, I suggest going to Serebii.net first.

HP: Any route with shaking grass: Audino.

Attack: Route 12: Herracross, Pinsir, Tranquil.

Def: Inside the Victory Road: Durant

Sp Atk: Giant Chasm: Jynx and Lunatone. Route 12: Cherrim and Sunkern.

Sp.Def:

Speed: Route 13 and enterance to Giant Chasm: Swellow and Golbat. Also, all the Game Freak Trainer's Pokemon in Castilia give Speed EVs!
