Well, This goes out to most people in chat rooms. For example ''A newb joins a chat room wanting to have a quick chat but not getting to have a convo because ppl refuse to let the newb engage in their convo's.'' E.g Newb - 'Hey Guys.' Jim- 'lol'Bobby- 'Jimmeh!' :3 Newb- 'Helloo.. ' Jim- 'Bobbeh.' Newb leaves the room.
Reason why? Is because the others refuse to conversate with. Now here's how an example of how things should be.. Newb- 'Heyy Guys' Jim- Oh, Hey There Bob- 'i guess your new around here.' Newb- ' yeah' Bob & Jim - ' k, Oh welcome man' Newb- Ah, Thanks Guys ..

Thats how the moderators do it. (Well, some of them) we even advice the newcomers to read the /rules and /help list. Other members should too, and not only for trying to be admin yourself but for the fate of the newcomers not to mess up and get banned.
