I write this from a *New* Nintendo 3DS... how Nintendo have come on in six years. My DSi is in a drawer right now, having been untouched for months. That's mainly because the battery has expanded so much the cover is like a centimetre out, and the volume button is squished, and I can't find the time to get a new battery. I'd be using it more if it weren't for that. Flipnote Hatena (Sudomemo) will be alive for years to come.
As will DSiPaint, I trust.
Its stagnancy cannot and should not directly translate to it "sucking". Whether someone likes or dislikes the app itself is their opinion, just like this post is my opinion. As is how highly we think of the Saviis other people make. Judgement of the nature of the app has to be separate from lack of maintenance and updates. That doesn't change the obvious reliance it has on fresh content. It is very unfortunate that Saviis are standing still. Especially true since there were bright plans not only to expand their features and scope, but also to provide new batches of avatar parts every so often. While luster has been lost to time, I think Saviis still have an opportunity (albeit a shrinking one) to get back on track.

I'm pretty sure they're ending the DS series for now. Any comeback would probably be in something like the Mini series, the way I see it.
