Actually,congress cannot pass this either way... the internet is used world wide. if they did this,they would be deleting something that people around the world would be able to see...even though in that country it is not illegal... thus,they would have to pass it in the country of that video's origin to pass the same law.With user location being accessible, an entity can block certain series of domains in a certain location. Areas such as China and the Middle East are infamous for inflicting harsh internet censorship.
