You should be able to pm people without adding them as a friend no in chatrooms but on profiles because what if there not your friend and you want to talk to them in private?

Well then you can add them and hope they thumbs up which then you can talk to them by sending them mail.

You add them as fiend and post a profile comment saying to accept you, not hard at all.
