As I just woke up today I looked at the Current Events forum and This Website so far and I noticed the threads that got locked or been locked previously didn't move to the back of the list and they stayed in the same spot but are locked.
Is it a gitch and have you noticed too?

That's how the thread sorting system used to be, so it seems to have been reverted back.
I suspect it's not a glitch. Makes sense to me--when threads get locked, users can quickly find their thread and see the reason it got closed, instead of being confused about why their thread is gone.
I suggested the previous version for it to move to the back... Figured out a lot of people didn't go look for what happened to it, instead they complain so I suppose this is a better solution.
I like it more too, the last was nice because it didn't clutter up the front page with thread you can't comment on, but now you can see why the threads where locked. For users like methat check every thread that gets locked. It became a habit. >.>

SuperBoss- Yup, and we most likely wont be able to again.
Someone said before that users would make pointless threads and then lock them just to get their post count up. So I assume it's better that we can't lock our own threads 'cause less spam.
If you ever need a lock, you could always go find and ask a BBmin to lock for you too.

I'm pretty sure the user locking wasn't developed on, given that letting people lock would also let them unlock a thread and bu doing so they turned over admins decisions when it came to locked threads, that could of been one of the reason as to why it was taken away.
Maybe both systems could be intergrated. When it is locked it stays normal for 24 hours. After which, it goes to the back. So then we can see why it was locked and not have it clutter the first page.
