One of the most important things is full HTML customization so that the page width can be adjusted and/or fixed.

Well for starters, it needs to be free if you cannot pay for your website.
Second, it needs to support the latest languages (C++-C#, Ruby on Rails, Java, Python, PHP, etc.).

Then you just go from there and make the site from scratch.
