It went beyond that. They asked the Christian groups what they were praying or what they thought of Planned Parenthood. They wanted full donor list information to cross check individual tax filing for those members, breaking the 4th Amendment. They asked what books the members liked to read on their spare time. In one case, they provided a 7 million (Yes, you read that right.) page document that had to be fully reviewed with detailed documents. They were dragging out non-profit applications for conservative groups for 3 years, while instantly approving applications for left-wing political groups.
