Figure tags are for displaying images which were directly uploaded to this website's "Image Maintenance" area from a 3DS, so as to make showing pictures in places like blogs/profiles/BBposts easier. After an image is uploaded, you get a number like 79, so typing in [FIGURE 79] shows your image. You should see the official blog for more detailed information.
