Can a Windows 7 with 2.2ghz cpu and 4gb ddr1 ram handle Minecraft offline?

If you turn your graphics to fast, your render distance to short and/or get the Optifine mod, yes, and with about 25+ fps (guessing)

Wait how does telling up any of that help? What CPU do you have and what GPU do you have. That's basically the only thing that matters here

If my dumber-then-a-doornail Dell Dimension 5150 can play MineCraft, your computer can. And my stupid desktop can play it fine on the lowest settings, so there's your answer.

Haha, my previous comment is now irrelevant. My Dimension can now run Minecraft at Fancy Graphic settings on Normal render running at 50 FPS. 2 GB RAM.
