In Pokemon Black/White, a normal Basculin has a red line over his eyes, no matter if it is male or female. Sometimes you can find one with a blue line.
Actually, the "normal" one depends on the version. If you want to encounter the "unusual" Basculin for your version, enter the patches of rippling water that sometimes crop up.
@starly Uh, no. Arceus can't even learn all the TMs. Mew can learn every TM and HM, but still, not every move. The only Pokemon that can learn every move is Smeargle, through to the move Sketch. :P
