The <meta> tag stores metadata. Description type holds a general webpage description, and keyword type holds words used for search engines to pick up.

Forums, I don't know.

<meta> tag is for Search Engine Results (Keywords) and to keep Robots and Indexes from getting your site in Search Results:
<meta name="description" content="(Text to look for) or <meta name="keywords" content="DSi, mep, etc.(keywords for your site)
