This is the "This Website" board which is used to discuss topics relating directly to SDK and its sister sites. A topic like this would normally belong in "Miscellaneous".
However, to answer the question for your sake: there is no way to watch actual videos on the DSi browser. The closest you can get to it is through animated GIF files.
