Can the 3ds TMJ version be played on a PC?

I don't think so.
Resons:
1) its a game that is built for the dsi/3ds system

2) It will probably use the touch screen, and a touch screen technologie on a computer doesn't really fly.

As long as the browser that the game is running in has canvas support, my guess is that it will. The game engine is based on Ajax technology, system query language, and of course HTML5--things that are doable on most PC browsers. So even though TMJ is now being produced for the 3DS browser, the differences will mainly be interface and screen width. The 3DS browser will be an improvement, but not a huge leap from the DSi browser, so don't expect the bulk of the game's capabilities to function only on 3DS.

Touch screen on a PC doesn't work very well...

It is registered in the same way that a mouse-click is--with JS.
