It might be my DSi acting up again, but whenever I get an alert and my shoutbox refreshes at roughly the same time, the shoutbox empties and freezes.

My question: is this because the DSi cannot handle more than one XHR at a time?

Not really a bug until I can fully reproduce the issue.

That's really strange. Since a great deal of JS can be written as asynchronous code (stuff like Promises, even though not avaliable for DSi), I thought that the DSi could handle more than one thread at a time.

I need to try this out.

One at a time, yeah. Javascript doesn't have multithreading support & doesn't have sockets support either.
