Help Desk Request - Change shoutbox notif behavior

This is just a nitpick since it can be annoying to receive an unread message notification for a shoutbox despite just being in said shoutbox.
I propose that instead of page viewing
and sending shouts being used as a benchmark of whether the shout has been read, I propose that sending the request for reloading the shoutbox do so instead. Since the shoutbox is "reloaded" on the initial render, this should only add, not take away, from the current behavior.
The reasoning behind the reloads is because once the box is reloaded on the client's side, it would have been presumably read.
Unsure of the possible perfomance impact this new feature would have, though.
