Friend requests weren't working for him for some reason or another, although I personally never experienced the issue.
(Maybe it was a DSiPaint-specific thing...?)

Since Yeuron is no longer here on Paint, and (AFAIK) nobody else has reported this issue, IG it's OK to mark it as resolved then?

I'm not sure, seeing as how I never personally experienced this problem.
(Since Yeuron never accepted my friend request, perhaps not.)

Is it possible that it was a DSiPaint specific problem?
(I wish that I had asked Yeuron for more information about this bug.)

Lots of people have been having trouble replying to DMs too, but I haven’t yet been affected by that bug, either.
(And IDK why.)
