Help Desk Request - Nonalphanumeric characters throw exception (blogs)

After the server migration, CJK ideographs (like 水) were converted to a jumbling mess in many places on the site.

Using them now doesn't really work either, as shown by /blog/view.php?id=100469. There's an exception trace at the bottom of the blog.
