It's a bit of an illusion. I only made the entire page 20% transparent, so the small things like text barely appear affected to the naked eye.

I just set the background for "body" as one normally would, and added an opacity value. Which has to be between 0.0 and 1.0. So 0.6 opacity means 40% transparency.

For example,
body{background:url(http://dsipaint.com/images/logo.png)!important; opacity:0.6;}
