I think it's a good idea, and I think it will be a viable alternative to the existing system once you're finished.

I think you can make it work, but only if you get the Competitive Pokémon Community here more involved in the process.

It's a nice idea, but it will never be as good as the existing system.

It's a waste of time, and you should just give up on it already.

I reject the idea of Pokémon Tiering Systems in general, and yours is no exception.
