Jacob lives under te overpasses in the city of Syracuse in New York. Hepanhandles and asks for money.
He wears an army suit to look like a veteran, but don't let it fool you. Whoever ownedthe suit probably is digesting in Jacob's belly.
Possibly a relative of Phil the Hobo of Oswego, New York.
