Just saying, you shouldn't be restricting registration based on IPs. IPs aren't static, so assuming they are by limiting access to unused IPs is bad practice, as you may end up blocking legitimately new users to your site. What actually needs to be done is mandatory use of an email account for account registration.

All that code does is check if the IP of the person registering is already in the database. It works surely, but it's nowhere near a complete registration script.
