Your kidin right theres a good chance you couldnt and wouldnt if you broke there knee and do overkill on them youd proboly get in legal trouble...
And it depends what YOU personaly think if its bullying or just jokin around!
But then it all depends what type of bullying mental, physical, verbal, cyber, etc.
But all in all get an individual with athority involoved.
