Your mysql connction data is wrong.
What's your mysql username?
I think it isn't username.

My server name is mysql9.000webhost.com.
Go to Control Panel -> mySQL -> On the list of your databases it has a column which says "MySQL Host", under that is your host.
Replace "loaclhost" with that.

Yeah, then your host isn't localhost.
It's mysql8.000webhost.com
