I haven't really played any video games that were that scary, but It's always creepy when you're somewhere dark and underground and a mutant molerat jumps out and bites your arm off, or a ghoul flies at your face screaming in fallout 3.

It's also pretty creepy being in caves or ruins in oblivion.. and there was this one time when I was jail breaking and I came to a dead end, and right when i turned around the guard was behind me and he yelled xD I actually freaked out in real life

But those games aren't even very scary soo..

Minecraft. It's a real horror game. "Oooh, this is a pretty cave-" *Zombie falls on my head with no warning* "HOLY CARP WHAT IS ATTACKING ME!?" Yeah, that's ONE out if an unendless amount of heart attack moments in that game.

Well, the most scary game series is Tomb Raider. Yes, that's right. Lara Croft.
The thing scary about her games is that, when you have full sound on, no BG music, go into a cave, a wolf comes up, you'd be like "WHAT THE FROG?!" and pee your pants.
