I think you can get SFIV for about $20 on the eShop. But I'm not sure. Capcom put up both Resident Evils for $20, so I'm only assuming.

And of course you should get Smash. I don't know about the online though.

Nintendo has actually been working on an account system, but currently it is only tied to your system. You can tie a Club Nintendo account to your 3DS to act as proof of your purchases. that's usually how people get their stuff replaced, but if it does break you should send it in to Nintendo for repairs, because that's how you'll retain all of your stuff. I've damaged my 3DS on a few occasions, and I download a loooot, and it all is retained if Nintendo fixes your system.
